Our Commitment to Santa Paula and Beyond

Why is SPARC no longer the City of Santa Paula’s animal shelter?
SPARC made the difficult decision to terminate its contract with the City of Santa Paula due to ongoing issues related to stalled negotiations, unmet promises, and insufficient funding. Despite years of efforts to secure sustainable support and engage in meaningful dialogue, the City’s financial contributions and lack of follow-through on commitments made it impossible to continue operating under the existing contract without compromising the quality of care and services we provide.
What services will SPARC continue to provide?
SPARC will continue its life-saving work, including:
      • Rescuing animals from high-risk environments, including those at risk of euthanasia in surrounding communities.
      • Providing low-cost and free spay/neuter services to help control the pet population.
      • Offering affordable vaccination clinics to promote public health and wellness.
      • Advocating for animal welfare policies to protect vulnerable animals and promote humane practices.
How will this affect animals in Santa Paula?
While SPARC will no longer serve as the city’s contracted shelter, our commitment to animal welfare remains strong. We will continue to support animals in need through rescue efforts, advocacy, and partnerships with other organizations.
Will SPARC still accept owner-surrendered pets or strays from Santa Paula?
As of February 1, 2025, SPARC will no longer be able to take in owner-surrendered pets or stray animals from Santa Paula. If you need assistance with these situations, please contact the City of Santa Paula directly at 805-525-4478.
Why was the City’s funding insufficient?
SPARC proposed a flat-rate contract that reflected the true costs of providing comprehensive animal services, based on data from comparable cities. While other cities paid Ventura County Animal Services (VCAS) over $800,000 annually, Santa Paula’s funding remained minimal, covering less than 8% of SPARC’s operating costs.
Did the City ever increase SPARC’s funding?
Yes, the City increased funding twice since 2014, along with providing two one-time contributions:
      •   2014–2016: $6,000 per month
      •   2016–2019: $9,000 per month
      •   2019–Present: $12,500 per month

Additionally:
      •. In 2019, the City provided a one-time contribution of $17,000, which was an additional donation—not an adjustment to the contract.
      •. In 2022, SPARC received a $20,000 restricted grant from the City’s Emergency Relief Fund, designated specifically to assist Santa Paula residents with veterinary bills due to COVID-related community needs.

While these contributions were appreciated, they were insufficient to meet the growing demands of animal services in Santa Paula, especially when compared to other cities that fund similar services at significantly higher levels.
